If a syringe was found in the possession of a person who just caused an automobile accident but no arrest or charges were made, can anything be done in consequence weeks later at court for a careless driving ticket?

The officer has the option of waiting for the results of an analysis of what was found in the syringe and then filing a criminal complaint.
