Getting license back after 2nd DUI

It has been almost 3 years since my second DUI. I am default on my surcharges, but can't afford to pay them without a license with which to get to a decent job. Can I get my license back despite being default on my payment plan? And if so, how do I go about getting my license back?

You will have to contact Motor Vehicles and make a new arrangement; make a payment as required and pay whatever restoration fee is required.
