Can NJ MVC overrule Judge?

I initially was convicted for a second offense DWI but the Judge reversed his decision and gave me a First offense instead of the 2nd. So my license suspension went from 2 years to 7 months.

The NJ MVC still have 2 years in their system. The municipal court stated that they sent the most recent records out to the NJ MVC. So can the NJ MVC overrule the Judge?
