Need Abuse of POA Help

Brother has POA for mother. Has moved her from assisted living residence in PA to same in NJ without consent of his three siblings. She just dissappeared one day after he said he was renouncing the POA and wanted nothing more to do with our mother. He refused to tell us where he put her. We have found her but now he has given the new place, citing his POA, instructions to withhold from the rest of the family any health related info about our mother. It is our understanding that we cannot even be informed by the facility when our mother is ill or hospitalized, who her doctor is or when she dies. Our mother's wishes are to have her younger daughter, with whom she lived for 21 years, be health care proxy. She had a lawyer draw up a document to this effect. What legal recourse do the non-consenting siblings have over this bully brother? Thanks.
