temporary power of attorney or Gardianship
What do I need to take care of my mothers finances and medical now that she is institutionized and incapacitated.

First, you have to determine whether she is "incapacitated" from a legal perspective. If she is, you will need to file papers with a Court to get appointed her Guardian
