18 year old be proved mentally incompetant and placed back under juvenile?

My younger sister turned 18 on May 2, 2006. She is known for self-mutilating, she has developed alcohol and drug dependency, and she placed herself in countless harmful situations where she could have been either raped or hit by cars or trains(certain instances). On her 18th birthday last week, she left for her 24 year old crack-cocaine addicted boyfriend and lived with him for about 5 days. She came back home after those 5 days, but left again the day after to stay with someone different.

My mother and father want to one again make her legally incompetant, due to the fact that she only makes harmful decisions for herself and others. That way, my parents can send her to a rehab and get her the help she needs. She will not go by her own decision. My family knows that she has been mentally and emotionally suffocated due to years of alcohol and drug abuse. If you can let me know if this could be possible, I would appreciate it. Thank You.
