Adopting without the biological mothers consent

If a biological mother has deserted her children several times and has an extensive arrest record, the grandmother has custody and the grandmother and biological father agree to a couple adopting the children can the adoption go through without the biological mothers consent? The mother once again is in jail.

It can be done without the mother's consent and the father's consent but notice of the adoption proceed must be given to the mother.

Just to pick up on what Mr. Moore said, yes it can be done and she has to be notified. However, a private investigator can be sent to talk to her and in situations like this, they often do consent.
