I cannot tell from your question who the original parents were. Was custody received from Division of Youth and Family Services? From the parents themselves? Depending on the answer to these questions, the answer would be different. There is a court procedure to allow for adoption and the cost would vary, depending on the facts of your particular situation. Keep in mind that this advice is based purely on the little bit of information that you have given to me. There may be other factors that would change my opinion. when you file a complaint for adoption, you need the consent of the natural parents. you also need a agency report to the court saying that you are fit to adopt. court fees are about $75.00; new birth certificate is $6.00; agency report is anywhere from $300.00-$750.00; lawyer fees around $1500.00. your sister having custody doesn't make her have the legal standing to consent to the adoption, necessarily. feel free to call me at 609 263-0089, if you have any further questions. good luck !!
