adoption of non biologiocal child

i have been raising a friends child since he was 3 months old. hes 11 and a half now. first 3 years tried to work things out so they could take him back. it was a disaster. never any support from either one of them. they got pregnant again and had other child he pays support for that child. i have total power of attorney i do everything as if i was the natural parent havent had any contact with father for over 7 years (he moved out of state) mother lives in town in and out of hotels. the child nows his whole story hasnt had visits with the mother since he was 6 she keeps in touch with me. what are my chances of adopting him thanks
