Alimony Change of Circumstance

I was divorced in 1994 in NJ and now live in VA. My wife was awarded alimony and my pension was equitably distributed. In 2001 I was retired on disability from my job. At that time my wife also began receiving a monthly pension benefit. My decree states that I can request a alimony reduction after her income reaches $20,000. She also works.

1. Would this constitute a change of cricumstance?

2. Since I live in VA do I have to file a motion in NJ? She lives in Ocean County
