Legal Question in Family Law in New Jersey

My brother is paying child support for an adult child, who is married and having a child of her own. Her mother has manipulated the system and my brother has been paying child support indefinitely to her. My brother is very poor and has nothing. He cannot even afford to rent a room. What can he do to stop this ridiculous payment?

He needs to make a motion for emancipation to the family court. The clerks in the court should be able to assist him in filing this paperwork on his own. If he needs an attorney and cannot afford one, he can contact the legal aid society in the county where he resides to request assistance.
