Cancellation of passport due C/S arrearages

As a result of child support arrearages, I have not been able to renew my passport. Even though my ex-spouse has agreed to allow me to obtain one I was told by an attorney that the NJ Family Court would not abide by her wishes. er?

Is there anyway around this other than to pay the entire amount owed to her?

I would think that by paying a substanial portion of the arrearages and filing a motion the passport block could be lifted.
