care-taker abuse

My sister and i are convinced that my elderly parents are being mistreated by their care-taker. my sister lives with my parents, but she is not medical P.O.A., another sister is. The sister who is P.O.A. does not believe us, and has told my sister who is living with my parents, that if she gets involved with any of the family business she will put a restraining order on her.

Do i have any rights as to having the care-taker reported to the authorities, and removed from my parents home?
