Need Case Law Help on Convicted Sexual Predator Under Megans Law Wanting to Surr

Hi. My 4 y/o daughter has never had any contact with her dad. He was prev. convicted of sex. abuse of minor family members and must register as per Megan's Law. We both desire his termination/surrender of his rights. He has moved out of state- no plans on establishing a relationship with our child. The court denied our request based on a ''child's right to the support of both parents''. I'm disabled, recv. ssi and tanf. I have a current active FRO on father. I've signed 'Good Cause' with B.o.S.S. TANF Div. and they will not pursue support. I have received very minimal support despite active S.O. Court still denied request. How can I research case law to try and find a case/cases w/simular extenuating circumstances where motion/request was granted?? Thank you!

You can deny the father access to the child based on his mental problems but to terminate his parental rights someone must replace him as the father in an adoption. The child has legal entitlements based on her legal relationship to fatherr such as social security benefits should he be declared permanently disablee. She has statutory right to inheritance in the absence of a will and should he somehow come into some money she is

entitled to support by her father.
