Child custody

My daughter recently had her 2 year old son taken by the state for neglect. My husband and I have been caring for him but would like full custody (which is also fine by my daughter) The biological father who has never really seen the baby has also filed for custody. What are the chance he will win...also, when at court, they asked for a urine sample for drugs and it came back questionable (diluted) They now want a hair sample from him....so there is a good chance he is a drug user
