Can a child at 12 refuse to go with father on shared custody

Technically, the child can refuse to go with the father because he/she has the physical ability to do so. But I don't think that is your real question. The issue here is why the child at 12 is refusing. That is a more complicated answer. It's not like when the child was a baby or young child when you could pick him/her up and put them in the car. You really should be attending counseling with the child to get to the bottom of the reason for the refusal. Only then will you have a hope of restoring the good parent/child relationship.
