child support arrearages withheld from awards in civil lawsuits

I have a lien for child support arrearages against my ex. His attny has recd money and has filed a motion to not pay me. He has referenced NJ Statute 2A:17-56.37. whereby attny fees, witness fees, court costs, fees for health care providers, payment of liens will be paid first before child support arrearages. This law went into effect 5/4/96. My lien was eff. 1/4/96. Does this law apply in my case since it is not just child support having arrearages; I actually have a lien and should be paid first along with attnys & doctors? Is there any other statute that would counteract this one? Is there anything I can do?
