In a household with two children, where one child is going to college and parents are splitting college expenses according to divorce agreement. Is the non-custodial--name removed--able to lower child support?

That depends on the divorce agreement, that should indicate what the provisions for providing support are.

When one child attends college, this is a time of "substantial change of circumstance" and a review of the entire situation is warranted. Child support could be reduced, based on the relative payment of the obligations of the parents and other factors.

The child support guidelines do not apply when a child is away at college.
There is only support for the months the child is home from school and this number is usually paid over a twelve month period.
