Based on the little you have said, I can say:

yes. he owes child support and must pay it.

and he had better address the child support arrears before he gets arrested and jailed. he owes a very much larger duty to pay for the children he brought into the world, than he owes a duty to babysit his newest children.

Get him to an attorney. He needs a lawyer. And he needs to work and pay for, and be a father to, ALL of his children.

Re: Child support

If there was a child support order and he essentially ignored it, then yes, he has to pay it. He cannot sleep on his rights and its his duty to come to court and say stop or reduce my CS payments.
