child support and living arrangements

In the NJ child support guidelines, about 37% of CS is for housing/mortgage. My ex lives with her parent's and pays $0 rent/utilities/food or any household expenses. Why should she be getting credit for housing (presumably 37%) when she has none of these costs? Do I have a case to lower my CS? If so, can I collect for the 2 year's Ive overpaid?
