If someone already owes child support arrears can the defending party ask for an arrears increase?

I also am not sure what you are exactly asking. If they owe arrears, and there is a current order, the arrears would continue to increase.

If they have stopped paying support, you could ask for the court to reduce the arrears to a judgment which would then collect interest.

I'm not the one that rejected your question, but I can see why he or she did, your question was and still is hard to understand but I'll take a stab at it. The arrears are what they are. If someone did not pay $1000 worth of child support then it continues to be $1000 (assuming no further missed payments). There is no basis to ask that it be increased. If you want an increase in your current child support amount, you need to go to court.
