Using the services of an attorney is of course one way to do so. One may be best served by having an attorney check into that point as it is relevant to child support and other issues with the child.

A parent on SSD receives a specific sum for the child(ren). If the parent does not respond to say a certified mail, return receipt requested letter. Tell them in the letter you will file a motion with the court for such relief and mention it in the certified letter that should ultimately be provided with the green card to the court when the motion is filed. Such benefit may constitute a substantially changed circumstance warranting changes in support, etc.

It appears that you must not be getting cooperation from the other parent and it is difficult to guess your exact issues and motivations in this forum. You really should at least seek a consult from an attorney. Many of us will provide a relatively low cost consult where all issues may be reviewed in detail.
