What is the right of first refusual? Is there anything I can do about my ex husband dumping the kids off with his mother for the weekend during his visitation time? He is not taking care of his kids.

You could take position that leaving the children with his mother is not the proper exercise of his visitation right and refuse to give the children to
him. It would better to ask the Court to authorize yourt taking such an action.
