I'm not sure if you are asking about custody or whether you really mean that the father wants to give up all paternity rights. The latter is unlikely to be permitted by the Courts. The former is certainly a possibility, but would not relieve the father of child support obligations. You need to learn more about what is meant by "custody." There are many substantial ramifications to your questions. I have tried to give you an answer based purely on the little bit of information that you have given to me.
