Does a step grand parent have more legal right to a child than the child's birth mother when the court order is legal joint custody ?

Technically a grandparent has very little legal rights when it comes to children. However, if there is a court order providing joint custody, that usually means that both people have an equal say. I would need to know more information, but remember, the overiding concern is always the best interest of the child.

Joint legal custody means that there is equal rights with regard to the child's interests. However, your question is too general for me to give you a better answer.
