Dead beat dad

Im 19 years old and I'm a full time student in college. My sister is 16 years old and she's a full time high school student and a parent. We both have been cursed with a ''dead beat dad'', who is enjoying life right now while we are struggling. Can we still put our father on child support? And what do we need to put him on child support?

Your mother can pursue your father for child support for your sister and perhaps also you depending on a lot of factors that are not included in your question.
