I was divorced 3 years ago and have not recieved my settlement as of yet and my lawyer is looking for payment from me. we made a deal that i would pay him out of the settlement. What course out action is available to me?

It sounds like you need to petition the court to enforce the judgment (I am assuming that the settlement was reduced to writing) and seek counsel fees for being forced to go to court for enforcement. If your current doesn't want to do it then you can hire another lawyer.
