Once a divorce is final, when one party does not allow the other to have a life free of stalking and harrassment, what can be done?

There is a lot that you can do. It is just a matter of how much you want to do. Harassment and stalking are criminal offenses. You can file criminal complaints. Secondly, you can file a domestic violence complaint requesting restraints against this person so that when he bothers you again he is immediately arrested and a high bail is set.

You absolutely do not have to put up with that. You deserve to live your life free from interference from your ex.
An attorney can help you get the Court to help you. The Court may order your ex to leave you alone, under penalty of arrest and jail; or impose money penalties, or more. You might be able to bring criminal charges for stalking, if that has taken place.
