What if only one person wants the divorce. What can the other person do who does want the divorce?

There is not much that the other spouse can do.

You can ask whether your spouse agrees to see a marriage counselor with you, but if your spouse declines then you will have to accept the divorce.

It would be best to consent as uncontested divorces can be ugly.
