enforcement of non-custodial parent portion of college tuition
I've heard that the non-custodial parent is responsible for a portion of the child's college tuition based on income. I guess my real question is, is this enforceable through the state probation department? Can the court attach his wages for his portion of tuition? Or would this another futile effort - like reimbursement of work-related child care expense or medical expenses not covered by insurance - where I spend a lot of money on attorneys and repeated trips to court and end up receiving nothing?

It is the same old story. If he has a paycheck or reachable assets the money is collected. If he is a traveling Gypsey camping by the riverbank you are out of luck.
