Legal Question in Family Law in New Jersey

My ex-husband and I got married in NJ and had 2 kids, because of economic reasons my husband decided it will be better for me and the kids to go back to my country, once things would be better he will send for us. Instead he engaged in an extra-marital relationship and file for divorce later on. Because I was not in court he managed to get joint custody of the kids and somehow obtain a ridiculous amount for child support ($100 per mnth). In any case is has been 6 years since my divorce and he had no contact with the kids for all this time, not even a phone call on their birthdays. He paid child support at the beginning but now he has stop paying child support. He has been hiding from me I don�t even have an address for him. I attempted to renew my kids US passports but I was unsuccessful since I shared the custody with father and both parents have to provide signature. Last month I had communication with the father requesting to sing form and he refused. He even has threatened me saying that he will take kids away. In any case I want to get full custody of my kids how can I do that, and where do I do it. I was told I need to file in the US since kids are Americans, but I can�t do anything in court because I need to be present. What are my options? File emergency custody? Give power of attorney to my relatives? Give custody of my kids to me relatives so they can do something in USA.
