Legal Question in Family Law in New Jersey

my exhusband has stage 3 intestinal cancer and has been unemployed for 2 years, with no health care and no remaining unemployment. we live in NJ - can my current husband foster or adopt my 2 teenage sons either temporarily or permanently? he has been helping with my boys' expenses for years and my ex husband really does not support them. thanks.
