This appears to be harrassment as defined by the Domestic Violence laws. During the day, your girlfriend should go to the Family Intake desk at the Courthouse in your county and tell them that she wants to sign a Domestic Violence Complaint. They will guide her through the process. As part of the relief requested, she should ask the Judge to order the return of the car.

Keep in mind that this advice is based purely on the little bit of information that you have given to me. There certainly may be other factors that would change my opinion. File a complaint with the police for aggravated harassment, and auto theft. If the car is new then file a complaint for grand auto theft.

Just go to the police and sign a complaint. You don't need an attorney of this. However, if your girlfriend wants a restraining order, she is permitted to get an attorney to represent her. Otherwise, she will be representing herself.
