Legal Question in Family Law in New Jersey

Family law/adoption

My daughter thinks of my husband as her father. She has my maiden name. Her biological father doesn't call and doesn't see her, and has over 3500 in arrears. I want my husband to adopt her and have her name changed. Can this be done?
