can a father with a domestic violence charge against him stop the mother and there child from relocating to another state because of mothers job

The children's mother must, must either get your permission or get a Court order allowing her to leave to another state with your children.
However, whether she has to do this depends on the age of the children.
The domestic violence charge does not change that. It does have other effects.
