Legal Question in Family Law in New Jersey

My father recently left New Jersey to live in Costa Rica with my step-mother, younger sister, and younger brother. My younger brother (18 yrs old) arrived on my door step from Costa Rica to live with me. He wants to finish his Senior year of High school here in New Jersey with me. According to the High School, he needs a guardian as he is not considered emancipated. What steps do I to take to become his legal guardian?
