I have a Final Restraining Order against my ex-husband and the conduit for childcare related issues is an attorney who is a Parent Coordinator. She has recommended that I amend the FRO and allow email communication for childcare related issues with my ex. Is she allowed to make this recommendation??

Yes, certainly she is. And you can certainly disagree with her recommendation, if you choose to. You will then need to find another way to deal with the issue of communication with your ex in some other way.
However, that is not the whole answer to your issue.
It sounds like you feel strongly threatened by your exhusband, very strongly threatened.
And why is your attorney not advising you on this? Either you have no attorney, and it sounds like you really need one, OR your attorney is not answering your questions in a way that satisfies your concerns.
