Full legal custody

Is it possible for me to obtain full legal and physical custody of my one year old and baby to be without the say of their father. He says that he won't grant my wish of signing away his rights but he doesn't spend anytime with them. Please help, I want to move on with my life and I can't with this hanging around my neck. I don't want child support or anything! He's not a criminal or molester, but he deals in ''shady'' situations! I don't trust my children around him!
