garnishment of alimony/child support payments

Is it legal for my ex-husband to deduct money from my monthly child support and alimony payments for debts he has paid on both our behalves?

No.

And a decent divorce attorney will have the Court explain this to him in clear and forceful terms.

You will want the child support deducted from his paycheck.

No, a court order is a court order. I suggest going to court and explaining the situation to them and asking for the child support to be garnished from his paycheck. Its mandatory if you ask for it.
