Legal Question in Family Law in New Jersey

Good Day,

My son is 6 yrs old. His mother ran away with him when he was two. She then returned to NJ and left my son with her mother. How would I be able to find out who has custody of my son? I am trying to at least get joint custody and visitation but I do not know who to fight. I am quite certain that I have to proceed in the Florida court system. I found out that here in New Jersey, neither of us have custody. So my next question is, was it legal for her to run off with my son without consulting me? I haven't seen him in 4 years.
