Legal Question in Family Law in New Jersey

Hello,

I would like to adopt my 9 year old stepchild who is a foreign national from Latvia. We have been living in the USA for the last 6 years. Her father will not give his consent, is in Latvia, does not speak English, and was never married to my wife. I am a natural born US Citizen.

What steps do I need to take to adopt her here in the US? We are currently residing in New Jersey. They are both legal Permanent Residents.

An adoption petition must be filed, with service upon the father, to give him the chance to object.

The Court may approve the adoption, even if the father objects.
