Can my husband adopt my 17 yr old daughter without her biological father's consent?

Your husband can adopt your child, despite the father's opposition, if you can demonstrate that the father has abandoned his parental obligation by being largely absent for a extended period of time.

Yes, but you need to petition to terminate the father's parental rights which courts are reluctant to do. If the father has shown no interest in the child by way of visitation or support or has harmed the child in the past, or has an unsavory background,,,There are MANY factors
