Legal Question in Family Law in New Jersey

My husband has been trying to get a birth and death certificate from an ex-girlfriend of his for over a year now. When they were together, she got pregnant, but she decided to go back to her ex-husband and when my husband threatened to take her to court after the baby was born, she fled the state with her husband and two children she already had.
Months later, my husband found out from his ex-girlfriend's husband that the baby had been born premature and had not survived.
All he wants is the birth and death certificate for his daughter. After the child died, her remains were cremated. He has tried reaching her via email, and always gets the run around from her or no response at all.
Can a lawyer find her and demand these documents from her?
