Inability to pay court ordered child support and arrears

My husband fathered 2 children from previous relationships. He has no contact with them (never has) and has been ordered to pay $217.00 per week for them. He also has substantial arrears due to a long illness where he was unable to work. They are suspending his license and have told him to appear in court in a couple of weeks. Failure to appear will initiate a warrant for his arrest with the possiblity of up to 2 years confinement. He will not be able to work, won't be able to get to the court appearance (several hundred miles away) and we'd like to know our options (if any). He's fed up with the system and wants to turn himself in. Does he have any legal recourse?

He really needs to resolve his obligations or this will haunt him forever. If that means getting an attorney in New Jersey to represent him in the child support proceedings, he must do it. Keep in mind that this advice is based purely on the little bit ofinformation that you have given to me. There certainly may be other factors that would change my opinion.
