Independent or identified adoption

My husband and I are residents of PA trying to adopt. We have a current homestudy. Met a mom wanted to place her 3 year old son with us for adoption. She is a resident of New Jersey. Are independent private adoptions allowed in NJ? Can we use an attorney or does everything have to go through an adoption agency?

It has to go through Superior Court which will

name an agency to investigate. If the mother consents and the father does not object and you

pass the investigation you;re parents.
