Legal Question in Family Law in New Jersey

I have joint custody of my 6 year old granddaughter with both natural parents. Both parents have substance abuse issues and have not completed substance abuse program as suggested by DCP&P who have been involved in the past year after my granddaughter made allegations against father of inappropriately touching her. No legal charges were pressed against father because prosecutor did not find any physical evidence. The father visits once every two months and does not pay me any child support. My daughter gets some child support but she uses it for herself. My granddaughter has lived with me all her life and I have always been financially responsible for all her needs. I am requesting to move from nj to nc because of job opportunity and better quality of life for child also. Do you think I will be allowed to move with my granddaughter?
