Take him to Court.

You can file pro se (the Court may supply you the necessary forms) or you can hire someone like me to assist you.

Did he take the child with him? If not, you can file a motion to modify his parenting time. If he did take the child, I would file an emergent application with the Court to have him/her returned immediately.
