Legal Question in Family Law in New Jersey

I leaving to the military and my wife has a child whose biological father, is in the picture. He pays child support but however, he does not maintain the visitation. He is suppose to see him and take him out four times out of the month and there would be times where he would not even see him the whole month or only two times out of the month he would see him. He would make excuses so he does not have to pick him up or drop him off. In addition, he does not always give the full child support amount. Is this enough information so we can be able to move. Since I will be in the military, I will be stationed somewhere, it is possible that both her and her son can stay with me on base? Is there enough cause for his father's rights to be revoked?
