Can I do anything legally if my ex-husband is court ordered to be present for parenting time start to finish and my almost 3 year old tells me he wasn't there?

If you have a Court Order specifically indicating what you are saying, and you can prove that he is violating the Court Order, you can take him back to Court and get a Judge to tell him that he needs to be with the child or else his parenting time may be suspended.. If it is not specific enough, then you may need to get a Judge to clarify what his obligations are.
