Legal Question in Family Law in New Jersey

I live in NJ and want to relocate to NC with my child. Because of health issues I need to move to a warmer climate, and this is the only other place where I would have a great support system. My child's father does not provide support and only sees the child when he feels like it ( no regular schedule). Will I be able to leave the state without his permission?
